A blackjack hand consisting of a 7, a 4 and a king made up a tier 1 hand and that would beat a hand that was a 7, a 4 and a 9 (which would be a tier 2 hand). So you had to come up with a ranking system for blackjack hands much like the rankings for poker hands (2 pair beats 1 pair, but is beat by a straight, and so on). Lets say that you wanted to describe blackjack hands without simply saying that the hand closest to 21 was the best hand.
